• Our tenements – particularly older, pre-1919 blocks – are a fundamental part of our built heritage, but they are not easy to manage and maintain, even where factored by the local housing association: progressing the 2019 recommendations of the Tenement Maintenance Working Group is critical to improving and sustaining older tenements
  • Our members constantly face the challenges of managing blocks in which some flats are owner occupied or privately rented: dealing with this ‘mixed tenure’ requires a robust, national and local authority approach to supporting and incentivising owners to pay towards their share of major works: working in partnership with local councils remains crucial
  • In the future, housing associations may face difficult decisions over their most problematic blocks, especially where significant repairs and energy efficiency works are needed but at a disproportionately high cost
